The Government announced on 16 August that Home Information Packs (HIPs) and Energy Performance Certificates (EPCs) will be rolled out to 3 bedroom properties from 10 September 2007.

Following the introduction of HIPs for homes with 4 bedrooms and above on 1 August 2007, the Government has now confirmed there will be enough energy assessors, nationally and regionally, to roll out to 3 bedroom homes next month, having taken into account the operation of HIPs in the market.

That means that over 50% of the residential property market will soon be affected. Smaller properties will be introduced later this year. This phased approach is one of the most sensible things that the Government has done as far as HIPs are concerned.
